Both the White House and Congress know that the shutdown debacle must be resolved.  But while they're milking the drama, they're astutely avoiding very important questions: Who bears responsibility for the shutdown? Was the president acting legally and constitutionally when he ordered it? Did Congress allow the president unilaterally to make a decision and take an action contrary to the law that would put 800,000 workers at financial risk?
