I don’t know who approved that construction plan, that close to the Hudson but that decision was BENT from the ground up! Built way to close to the river. The sad thing is, It really could have been much worse. Read Peter Sujacks book The Edifice Complex.

The day the towers fell, the ”predesigned basement demolition pit almost flooded from the Hudson River the containment walls, designed to hold the final demolition, almost didn’t. Without out them, clean up would have been much more dangerous, if it could have been done at all.
