Like a magician distracting the audience, their statement is only meant to give the illusion that they’re claiming not to have disclosed anything. In reality, they never specifically deny the specific allegation (i.e., tithing info given personally to Tim Ballard). They know how to unequivocally deny the specific allegation, and it’s no accident that they didn’t.

It’s their typical ”carefully worded denial”. They don’t technically say Russell Ballard didn’t give out the info; they only say The Church didn’t give it out. They don’t say it wasn’t given to Tim Ballard; they only say it wasn’t given to O.U.R. They don’t say it isn’t used for fundraising; they only say it’s only for ”authorized” purposes (which are whatever they want them to be, not limited by the manual).
