NCAA proposing three signing periods | Solution for better recruiting schedule in college football?

ESPN reported Wednesday afternoon that NCAA Football officials will meet this week to discuss ways to improve the recruiting calendar, including adding a third signing period and adjusting the current recruiting calendar. In this proposal a signing period will be added on the last Wednesday in June in addition to the first Wednesday after the regular season and first Wednesday in February. Of all of the difficulties facing a college football coach, including the recruiting calendar, would this proposed change really make their jobs easier and enhance the recruiting schedule?
