In the legislation of the European Union (EU), labour exploitation is considered either within the framework of human trafficking or within the so-called particularly exploitative working conditions. Based on the data collected by the EMN in 2022, only few EU Member States distinguish both realms in their national legislation. The panel discussion introduces examples of Italy and Luxembourg as EU countries as well as the United Kingdom who present their frameworks to protect (potential) victims of labour exploitation.
Among panelists are:
• Adolfo Sommarribas, Senior Legal Advisor, EMN Luxembourg
• Darryl Dixon, Director of Strategy at Government, UK Gangmasters and Labour Abuse Authority (GLAA), The United Kingdom
• Giovanni Di Dio, Migration and Labour Integration Policy Specialist, Ministry of Labour and Social Policies, Italy
This panel discussion was part of the EMN Slovakia’s National Conference entitled Dignified Labour Conditions as a Tool to Fight Modern Slavery which took place in Bratislava on 1 December 2022. The Conference was organised by the International Organization for Migration (IOM) as the coordinator of the EMN National Contact Point for the Slovak Republic. The EMN is funded by the European Union and co-funded by the Ministry of Interior of the Slovak Republic.
