For the last few years, members of the United Nations have been negotiating an agreement to manage and protect the marine biodiversity that lies outside of national jurisdictions--almost 2/3 of the global ocean. Just a couple of months ago they came tantalizingly close to signing a deal on this high seas treaty, only to have it fall apart in the last hour. In this episode, Gabrielle Carmine of the Duke Marine Lab talks to Anders Halverson about what's at stake. She gives an inside view of the negotiations, the issues, and the next steps.
