Immediately following our scuffle with some sinspawn outside the tavern we engage in conversation with Captain Fressen. We end up going to her office to discuss matters. We discuss our level 4! We talk to Audrani in the graveyard, and finally decide to go do something about the Peacock Manner people. What it is we decide to do, we really have no clue. Once there, this lack of plan becomes immediately apparent.
