The trip was the highest-level U.S. visit to Venezuela in years and came as the United States was seeking to isolate Russia for its invasion of Ukraine. Venezuela, Russia’s most important ally in South America, was a significant supplier of crude to the United States before exports were crippled by sanctions imposed by Washington.
