Going into a battle, we know our priorities. However, much like with our plan itself, it is best that we assume they will change in importance. Preparing for this helps us manage the shifting battlefield conditions. Of course it is best to have our priorities obscured as to move indirectly against our opponent, turning the odds in our favor.
