Putin declares the annexation of four areas of Ukraine which the West is denouncing as illegal. Also, Ian strikes again, lashing South Carolina low county, pushing heavy rain and wind into cities that are already vulnerable to flooding. The storm has wiped out parts of Florida’s west coast, leaving parts of the state swamped, draining vital resources, and forcing emergency rooms to turn away patients.
