This is a question that I see quite regularly. The short answer is yes, but there are a couple of caveats. The first is what kind of photography are you doing (and what you want to do with your final images), and the second comes back to that 'twelve inches' behind the viewfinder.
All cameras are tools, the smartphone camera is just one variation. So how well are you able to use the tools that you have? This comes down to knowing the camera and what it's capable (and not capable) of. It's also about understanding the advantages and disadvantages of the format.
To me, the advantages are its' size, its' unobtrusiveness, and its' ability to get into quite cramped spaces.
The disadvantages are limited lens options (although I'll talk about that) and the inability (of most smartphone cameras) to shoot in RAW.
