Last time a contemptuous congressional witness was prosecuted, it was Reagan Administration official Rita M. Lavelle in 1983. In that mater, the full House of Representatives voted unanimously - 413 to 0 - to refer Ms. Lavelle for prosecution. This was when Congress understood the importance of enforcing its subpoenas against contemptuous witnesses.
The full House is about to vote on whether to refer Steve Bannon for prosecution after he refused to appear pursuant to a congressional subpoena with absolutely no legal defense for refusing to appear.
