The central government yesterday unveiled its No. 1 central document for 2023, outlining nine tasks to revitalize【使复兴】 rural areas. Policies covering agriculture and rural issues have been high on the government’s agenda since 2004. Now Bei brings us the details.

2月13日，《中共中央国务院关于做好2023年全面推进乡村振兴重点工作的意见》（以下简称“中央一号文件”）发布，概述了振兴农村地区的九项任务。自2004年以来，涉及农业和农村问题的政策一直是政府议程的重点。中央一号文件的主要内容可以概括为守底线、促振兴、强保障。主持人为我们继续带来详细报道。

As the first policy statement released by central authorities each year, the document is widely considered an indicator of government priorities. The document called for enhanced efforts to stabilize production and ensure grain and other food supplies. Last year, grain out-put exceeded a record 650 billion kilo-grams.

作为中共中央每年发布的第一份政策声明，该文件既是明确全年工作重点的“任务清单”，也是指导全面推进乡村振兴的“操作手册”。中央一号文件呼吁加强努力，稳定生产，确保粮食和其他食品供应。去年，中国粮食产量创纪录地超过了6500亿公斤。

“We need to keep annual grain production above 650 billion kilograms and keep at least 1.2million square kilometers of fields. We want grain production to reach more than 700 billion kilograms in the future.”

“Increasing grain output requires supporting measures. First, output depends on the planting area. That’s why the government stressed the need to keep at least 1.2 million square kilometers of fields for agriculture. Second, we need a better yield per unit. We need high-quality land and technologies to breed new varieties to increase yields.”

“提高粮食产量一千亿斤显然需要一系列综合性措施：首先你的粮食产量取决于你的播种面积。国家最新数据强调18亿亩耕地的红线，并且要防止非农化、非粮化的倾向，这意味着基本农田要用于粮食增产；其次是单位面积产量要提高，耕地质量就要提高，所以我们现在在建高亩产的基本农田。提高单产还有一个关键是要靠科技的力量，进行新型品种的培养，这对产量的影响是非常大的。”

The document calls for the private sector to invest more in agriculture with government supervision to safe-guard the interests of farmers.

中央一号文件呼吁私营部门在政府的监督下加大对农业的投资，以保障农民的利益。

“Modern agriculture needs advanced technologies, which requires capital. The money will come from various social entities with help from the government, then grain output will increase.”

In 2022, disposable income among farmers reached 20133 yuan per capita, exceeding 20 thousand yuan for the first time.

2022年，农民的可支配收入达到人均20133元，首次突破2万元。

“In 2022, farmers earned about 42% of their total income from part-time jobs. It was the main reason for their higher incomes. According to our survey, three-quarters off armers worked within their province and over half of them worked in their county. We need to support local industries to help them find a part-time job or start their own business.”

The document also encourages the sale of new energy vehicles to farmers as they still account for a small percentage in villages.

Artificial intelligence and machine learning are making significant advances, with sophisticated new AI programs like ChatGPT sparking plenty of discussions about their potential impact on various industries. Some are already performing a number of human tasks. Ying Junyi has more.

人工智能和机器学习的研究已然取得了重大的进展，类似ChatGPT这样复杂的新人工智能程序引发了人们对于其是否会取代人类工作岗位的探讨。有些人工智能已经在执行多项原本由人类执行的工作任务。记者带来更多报道。

As modern technology grows increasingly complex, artificial intelligence is growing right alongside it, particularly in the ability to mimic human behavior. For instance, with just a few words entered into a prompt, some AI programs can now create human-like digital art by analyzing vast collections of related real art on the internet. For animation studios that’s a big help, improving the efficiency of the human part of script writing and concept art design.

随着现代技术的日益复杂化，人工智能也在随之增长，尤其是在模仿人类行为的能力方面表现突出。例如，只需在提示中输入几个字，一些人工智能程序就可以通过分析互联网上大量相关的真实艺术作品，创造出类似人类的数字艺术。对于动画工作室来说，这是一个很大的帮助，提高了人类编写剧本和艺术设计部分的工作效率。

“We can type words into AI programs like Mid journey and they will come up with pictures for us. So when we’re in discussions, everyone can understand the way the director and producer think about their project in visual terms. That’s a big help to all the staff to working better as a part of the creative team.”

In addition to coming up with graphics, Han says AI tech can be applied to doing tasks like automating character movements and creating smooth video edits. Still, he does not believe in the possibility of a complete technological takeover of animation production.

“AI might gradually replace humans in some technical aspects of the work like dealing with motion capture data. These can be completely done by AI or other software. But it’s humans that decide how to use the data at the final stage. And AI programs can help us produce paintings as they can work from a large database, but it’s we who decide whether to use them.”

The most recent advance in AI is the much-discussed ChatGPT, a chatbot with the ability to respond to questions and perform tasks in a human-like manner. Experts say AI products like this will help many people to lighten their workloads.

人工智能的最新进展是备受关注的ChatGPT，这是一种聊天机器人，能够以类似人类的方式回答问题和执行任务。专家说，像这样的人工智能产品将帮助许多人减轻工作负担。

“This technology can be used to produce products like intelligent assistants. For example, designers can ask the chatbot about the parameter【参数】 of the products they are required to design. Also, AI products like ChatGPT have great language processing abilities, so they can support specialists in writing business reports. We are likely to see more human and AI collaboration like this in the future.”

“问答交互类的应用可以形成我们很多智能助理类的应用产品，比如设计师设计产品的时候 可以去问一些产品的参数；它在文案生成表现能力也很强大，像财经类的财经报告，很多工作我们都可以初步地交给 ChatGPT这一类产品，再经由我们人工专家去精修。这样一种人机合作模式，我们可以看到在将来会有非常广泛的应用场景。”

And as we train AI to better work with humans, Xiao says the real progress will come when people learn better how to leverage the strength of AI to produce high-quality and innovative work.

肖教授表示，随着我们训练人工智能更好地与人类合作，当人们学会更好地利用人工智能的力量来高质量和创新地完成工作时，真正的科技进步则将到来。

3. NEW ZEALAND DECLARES NATIONAL STATE OF EMERGENCY

New Zealand declared a national state of emergency today after Cyclone Gabrielle battered the country’s North Island, leaving widespread flooding and destruction.

新西兰政府今天（02/14）宣布，由于热带气旋“加布丽埃勒”的持续影响，新西兰已经进入国家紧急状态。这也是新西兰历史上第三次宣布进入国家紧急状态。新西兰北岛地区受到重创，洪水泛滥。

Several areas on the North Island were hit with intense rainfall overnight that forced evacuations【疏散】, closed roads, and caused power outages, affecting 225,000 homes. New Zealand’s Prime Minister said the military was already on the ground on the hardest-hit areas helping with evacuations and keeping essential supplies moving.

北岛的几个地区在一夜之间遭遇强降雨，迫使人们疏散，关闭道路，并导致停电，影响到22.5万户家庭。新西兰总理说，军方已经在受灾最严重的地区实地帮助疏散民众和保持基本物资的运输。
