1. NEW PLAN LAYS OUT STANDARDS TO ATTRACT INNOVATIVE COMPANIES

上海颁布《创新型企业总部认定和奖励管理办法》

Shanghai released a plan to attract more head-quarters of innovative companies through subsidies【补贴】. Here’s Chen Xuan with more.

近日，上海发布计划（《创新型企业总部认定和奖励管理办法》），通过补贴吸引更多创新型企业来沪设立总部。记者宋雯婧为您带来更多报道。

The document lays out several standards in order to qualify as a headquarters. First, the company needs to be an industrial or service focused and registered in Shanghai with assets of 200 million yuan, or a market value of 2 billion yuan. Second, the company’s sales should be at least 100 million yuan in a year, or average compound sales growth of more than 20 percent in the past three years. Third, it should be ahead quarters with multiple functions including R&D, sales and settlement, plus have at least two branches outside Shanghai. Fourth, the company’s main product or service should be included on the national strategic emerging industry list and the 2021 catalog of digital economy industries. Fifth, the headquarters should own more than 15 patents, trademarks or copyrights related to its major products or services in Shanghai. High-tech companies will begiven priority when applying for a qualification.

“We offered local authorities the rights to check whether a company qualifies with new and advanced technologies. There are now over 22,000 such companies. In 2022, 24.3 billion yuan of tax was waived for more than 3,000 companies. 35,700 companies had their tax reduced based on their R&D expenditure【经费】. Our next step is to help fintech companies.”

“我们在全市下放高新技术企业认定的审核权。现在有超过22000家高新技术企业。2022年，我们有3000多家企业享受了243亿的所得税的减免，有35,700家企业享受了研发费用加计扣除的减免。接下来我们要推进科技金融服务企业的创新发展。”

As for how much is available, the plan stipulates【规定】 that if a company has a major breakthrough in terms of innovative parts, material or software, it will be offered subsidies that cover 30 percent of its expenditure up to 100 million yuan. There will also be subsidies for individuals.

至于补贴的多少，按照该计划规定，如果一家企业在创新零件、材料或软件方面取得重大突破，将获得覆盖其支出的30%的补贴，最高可达1亿元人民币。此外，还会有个人补贴。

2. SCHOOLS WANT TO OFFER MORE EXTRA CURRICULAR ACTIVITIES

As the new semester started, primary and middle schools around the city are looking at how to introduce more extra-curricular【课程的】 activities. A road show was held today with third-party companies showing schools what they have to offer. Song Wenjing has more.

During the road show, more than 40 third party after-school service companies showcased a variety of options like robot programming, acting, and handicrafts. Some students even experienced what it’s like to do a news report at a TV station.

路演期间，40多家课后服务第三方机构展示了机器人编程、表演和制作手工艺品等多种课程。一些学生甚至体验了在电视台做新闻报道的感觉。

Starting this month, the Shanghai Education Commission extended after-school services from primary schools to middle schools. The road show was popular.

To better implement【落实】 the "double reduction" policy, schools around the city are trying to provide more after-school services and limit homework. The Hongkou District Education Bureau said it will create a white list of organizations that can provide high-quality after-school activities based on the road show. In Xuhui, the district’s cultural venues are arranging student trips so they can see exhibitions, learn music and make handicrafts after school.

Eimei, a giant panda who has lived in Japan for 28 years, left western Japan’s Wakayama park to begin his trip back to China this morning. But he isn’t traveling alone, two 8 year-old female Pandas that he sired【生育】while in Japan are coming with him. Zhang Yue has more.

当地时间2月22日上午，在日本生活了28年之久的大熊猫“永明”和它的双胞胎女儿“樱浜”“桃浜”共同启程返回中国，离开了位于日本西部的和歌山县“冒险世界”主题公园。记者张乐为您带来更多报道。

At 30 years of age, Eimei, or Yong Ming in Chinese, was the oldest giant panda living in Japan. He and two of his8-year-old female offspring Ouhin and Touhin have left their current home at the Adventure World theme park in Shirahama, Wakayama prefecture. The three giant pandas are already in the air, and on their way to a facility in Sichuan province. Prior to their departure, a farewell ceremony was held at the park on Tuesday, where about 2,000 visitors said goodbye to the three pandas.

Last year, Eimei was appointed as a special envoy for Sino-Japan friendship. He was sent from China to Japan in 1994,. Heis the father of 16 giant pandas born at Adventure World, and set the world record for being the oldest giant panda to have successfully sired cubs while in captivity.
