Winters are harsh in this part of the world, and people in big cities cannot survive for long periods without heat. Russia’s campaign to cripple Ukraine’s power infrastructure could therefore trigger a new wave of emigration to Europe. As Russia’s position on the battlefield becomes more precarious, Putin may resort to terroristic threats, against nuclear facilities, or other irresponsible actions.
