The U.S. is debating the reauthorization of PEPFAR, the President’s Emergency Plan For AIDS Relief. The 20-year-old government program has now spent more than $85 billion. PEPFAR has been championed by evangelicals, and evangelical ministries have been major beneficiaries of funding.
