The 5th Circuit Court of Appeals has struck down Mississippi’s lifetime felon voting ban. The court held that the Jim Crow-era law violates the 8th Amendment of the Constitution, which prohibits “cruel and unusual punishment.” What could this new legal justification mean for enfranchisement across the country?
