110: Should You Tip More Than 15% On Above Average Service?

I was at a friends restaurant over the weekend and we were talking above tips and service. She was telling me that certain cultures that come into her restaurant don't tip at all, which I think is wrong, but then we started talking about 15%, 18%, and 20% tipping for the level of service that you've received.
I personally do not tip over 15% just because my server was above average, and its for the same reason why I don't pay more for my Iphone when I get above average service at Apple.
