Luxury housing markets in secondary cities in the northeast, such as Portland, Maine, and Providence, Rhode Island, fared well in the third quarter as demand stayed strong despite low inventory and rising borrowing costs, according to the third-quarter Emerging Housing Market Index from The Wall Street Journal and Realtor.com.
