It includes laws governing contracts, property, and torts. Procedural law, in contrast, provides the mechanism to enforce those rights and obligations. This distinction is crucial in legal practice. Substantive law informs the 'what' — what the case is about, what laws apply, and what outcomes are sought. Procedural law guides the 'how' — how to file a lawsuit, how to conduct discovery, and how to present a case in court. Both are essential for the effective administration of justice.
