On this list, we will rank the most notorious cases where high-profile serial killers managed to evade justice for their crimes.
The Skid Row Stabber
The first serial killer on our list, distinct from The Skid Row Slasher, also known as Vaughn Greenwood, is The Skid Row Stabber. This individual reportedly claimed eleven victims during a rampage in the late 1970s. The crimes occurred in and around the downtown "Skid Row" neighborhood of Los Angeles, targeting the area's significant homeless population. The bodies were typically left in various Skid Row alleys, and the true identity of The Stabber remains unknown to this day. Bobby Joe Maxwell was arrested, tried, and convicted of the Skid Row Stabber crimes, but the investigation was tainted by corruption and circumstantial evidence, leading to the overturning of the ruling in 2010.
