America’s child welfare system is overburdened. The opioid crisis is putting thousands more children at risk. In response, some states are recruiting new families to foster and, in some cases, to adopt through partnerships with faith-based agencies and faith communities. Other states are suspending cooperation with child welfare agencies because of their religious beliefs. These disagreements have led to litigation in multiple states and the displacement of thousands of children.
