Pandemic declaration an attempt to contain Covid-19 spread

A public health professor's implying the World Health Organisation has deliberately down-played the COVID-19 outbreak, in an attempt to contain it.
The WHO has now declared a global pandemic, as confirmed cases globally surpasses 115-thousand.
But Michael Baker told Simon Barnett and Phil Gifford it's been a pandemic for more than a month.
