For this is good and acceptable in the sight of God our Savior,
who desires all men to be saved
and to come to the knowledge of the truth.
(1 Timothy 2:3-4)
God desires that everyone be saved. Throughout the Scriptures, He reminds us, "I have no pleasure in the death of the wicked, but that the wicked turn from his way and live" (Ezekiel 33:11). God seeks for repentance. He has since Adam and Eve fell in the Garden. He immediately sought to give them forgiveness, but they refused to repent. They failed to see the Truth right in front of them. They had a forgiving, merciful God, but they were afraid because they were naked.
God doesn't want to send anyone to Hell. But God also doesn't want to spend eternity with anyone who doesn't want to be with Him. How pleasant would Heaven be if everyone went to Heaven, including the people who wanted nothing to do with God? It'd be Hell for them because they'd be stuck in Heaven. That's not God's desire.
God's desire is that everyone would come to Him in repentance and receive the forgiveness of sins won by Jesus on the Cross. This is good and acceptable in the sight of God our Savior. Amen.
