When 21 year old Cotton Kelly began harassing and stalking a 15 year old Las Vegas teen named Sandy Shaw asking her to pose for naked pictures, she became afraid. Due to the absence of stalking laws in Nevada at the time (1996) Sandy took matters into her own hands and formulated a plan with 2 teen boys, Troy Kell and Billy Merritt, to intimated Cotton into leaving her alone. After some surprising events Sandy, Troy, and Bill were all convicted of Cotton's murder.
