Republican leaders Mitch McConnell and Kevin McCarthy will join him at the service. A long list of pardons was among President Trump's final acts in office overnight. One of his former top advisers, Steve Bannon, is included. The new president will take his oath in a city under lockdown. No one is allowed on the National Mall, and the U.S. Capitol itself is surrounded by thousands of National Guard troops.
