Businesses have reopened, gatherings have started to resume, and COVID cases and deaths continue to fall to levels that we have not seen since the very beginning of the pandemic. But even three months ago, it was not clear that this would be the point we are at. So how did the government ramp up its vaccine campaign to get us to a closer normal?
