Techs Lag, Dollar Strengthens

Markets have fluctuated between declines in tech stocks and gains in cyclical shares. The dollar has strengthened having one of its best months since March of last year. Treasuries have remained steady and oil has climbed ahead of an OPEC meeting to discuss output policy as well as Iranian nuclear talks.
