Despite the best of intentions (and in spite of careful planning), agencies must sometime cancel a right of way project.  When a project is cancelled, what lies in the aftermath?  Does it matter how far along the project had progressed?  What if eminent domain had already been used?  Does acquisition by quick take vs. slow take make a difference?  And what should the repercussions be on the cancelling agency?
