Republican leader Kevin McCarthy has failed again to win the House speakership in a fourth round voting as the chamber plunged into Day Two of the new Congress with no end in sight to the political chaos. McCarthy was dealt one defeat after another on Tuesday but insisted he will not back down from his bid to for House speaker as the fight spills into a what appears will be a second chaotic day on Wednesday.  What are his options for pushing forward?  And how does the government govern?  He told ABC News that there is no scenario in which he will back down until he is elected Speaker.  Andy has the latest.
