Sanitising Terror

In a new twist on an old theme, whenever there is a violent terrorist attack, the Police are wont to claim that the perps are "local men". This is what happened in Aberfan in Wales yesterday. It's what the Irish Police immediately default into saying. But what do they MEAN by "local"?
