There is a woman in our church group who has been revealed by God to me as being a railer.
God lists a railer as being a sin like the sin of fornication and drunkenness.
A railer is a person who does not control his tongue but lashes out at another person who offends him by giving him godly correction.
A railer can also be a political person who has learned to hate the other political party and rails out against individuals in that party to others.
The dictionary definition of "railer" is ... a reproachful man; a man of coarse, harsh, and bitter words; a man who speaks in such a way to abuse others, vilify their character, and wound their feelings; one who strikes out verbally at others

God speaks about railing in the following scripture. The apostle Paul says
1 Corinthians 5:11 But now I have written unto you not to keep company, if any man that is called a brother be a fornicator, or covetous, or an idolator, or a railer, or a drunkard, or an extortioner; with such an one no not to eat.

The apostle James says
James 1:26 If any man among you seem to be religious, and bridleth not his tongue, but deceiveth his own heart, this man's religion is vain.

Another important scripture on this subject of dealing with disobedience in the church is:
Titus 3:10-11 A man that is an heretick after the first and second admonition reject;
(heretick: one who refuses to submit himself to the power of God, thus failing to conform to specific scripture in the Holy Bible.)
11 Knowing that he that is such is subverted, and sinneth, being condemned of himself.
subverted:
to undermine the power and authority of (an established system or institution)

A minister beareth not the sword in vain:
Romans 13
1 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.
I Corinthians 5:13 But them that are without God judgeth. Therefore put away from among yourselves that wicked person.
(Paul is telling us it will not work to pray for or counsel that born again person for he already has the heart of God and Holy Spirit of God but chooses to do wicked things done by this world. He has not conformed his actions to scripture so he cannot be counseled by scripture which he has already seen and rejected by continuing in the way of this world while being born again.)
Hebrews 10:26 For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,
We put him away from us, not keeping company with him, turning him over to Satan that his flesh may be destroyed that his spirit may be saved in the day of the Lord.
I Corinthians 5:5
Showing him to be unworthy due to his unchristian actions wherein he continues.
After we are born again, we must not sin willfully. We learn to conform to Holy Scripture and overcome our natural flesh by choosing to yield to the power of scripture in the issues of this life.
