But new leaders who don't understand the political situation or religious issues. The Jewish leaders try to take advantage of this opportunity but Festus unwittingly thwarts their plot.

While Festus is better then Felix he is still a political animal. He refuses to release a person he recognizes as innocent. Sometimes we also struggle with people who are more interested making the smart move rather than the right one.

Festus doesn't have a clue what the issues are revolving around the charges against Paul. Because Paul appeals to Ceaser Festus asks King Agrippa to provide insight into the charges against Paul He is desperate to have some kind of charges against him to ask Ceaser to adjudicate.
