A Christian man was attending the California State Fair, called the Cal Expo, during the season
of celebrating the Hmong New Year. He was passing out religious tracts and small gold coins
with Scripture references on them written in the Hmong language. Law enforcement ordered
him to leave the fairgrounds because he failed to get a permit to pass out literature. Even with
a permit he would have been allowed only a 36 sq foot square spot for his activities. Pacific
Justice Institute has filed a lawsuit, challenging the Cal Expo restrictions on free speech.
